Mr. Tommy Yuen, S.B.S.

Executive Director and Chief Executive Officer of Tradelink

Mr. YUEN Man Chung, Tommy, S.B.S. was appointed as the Chief Executive Officer-designate of the Company on 1 July 2024 and a Director of the Company on 1 September 2024 respectively and subsequently took over as the Chief Executive Officer of the Company on 1 October 2024. He is also a director of all the Company’s subsidiaries.

Mr. YUEN joined the Administrative Service of the Government of the Hong Kong Special Administrative Region (the “Government”) in 1985 after graduation from the University of Hong Kong. His last appointment with the Civil Service was the Commissioner for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area from 2019 to 2023. Mr. YUEN represented the Government to serve on Tradelink’s Board as an alternate director during 2001 to 2005.

Secretary for Commerce and Economic Development

The Government of the Hong Kong Special Administrative Region Of the People’s Republic of China

Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.

Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.

Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.

Mr Andy Lam joined the Administrative Service of the HKSAR Government in 2002. He has served in various policy bureaux and departments, including the Chief Secretary for Administration’s Office; the then Environment, Transport and Works Bureau; the Hong Kong Economic and Trade Office, London; the Commerce and Economic Development Bureau; the Information Services Department; the then Transport and Housing Bureau; the Financial Services and the Treasury Bureau; and the Home Affairs Department.

He took up the post of Deputy Secretary for Commerce and Economic Development in October 2023, responsible for policies relating to intellectual property trading and protection, trade facilitation, the Trade Single Window, etc.

Miss Chan is Deputy Secretary for Transport and Logistics of the Government of the Hong Kong Special Administrative Region. She is responsible for formulating policies on matters relating to Hong Kong’s role as an international maritime centre, a leading hub port and a regional logistics hub. Prior to joining Transport and Logistics Bureau in May 2023, Miss Chan served in various government bureaux and departments, including Marine Department, University Grants Committee Secretariat, Home Affairs Department, the then Transport and Housing Bureau, etc.

Mr. Peter Hui is the Chairman of The Hong Kong Shippers’ Council, where he represents the collective voice of Hong Kong shippers on trade facilitation, logistics development, and supply chain resilience. He is also Founder and Chairman of King of Knit Fashion Limited (est. 2006) and Cool Partners International Limited (est. 2008), companies renowned for their innovation and high-quality knitwear exports to Japan, Australia, and international markets.

He currently chairs the Hong Kong Knitwear Exporters & Manufacturers Association and the Knitwear Innovation and Design Society. In addition, he serves as Vice Chairman of the Sustainable Fashion Business Consortium and holds key advisory positions across the textile, fashion, and logistics sectors, including the Hong Kong Logistics Development Council.

Recipient of the 2022 Guangdong-HK-Macao Greater Bay Area Outstanding Young Entrepreneur Award, Peter is passionate about leveraging digital innovation and sustainable practices to address global trade challenges.

Ms. Charmaine Wong joined Tradelink Electronic Commerce Limited as Senior Vice President in 2026. She brings nearly two decades of industry experience across Hong Kong’s financial services and credit reference sectors, having held senior roles at Dun & Bradstreet, Nova Credit, TransUnion, Hang Seng Bank, DBS, and HSBC.

Throughout her career, she has specialized in financial digital transformation, data analytics, risk management, cross border services and strategic business partnerships, driving market innovation and adoption of key solutions.

Ms. Wong holds a Bachelor of Social Sciences degree from The University of Hong Kong.

Ms Kyle Hung is responsible for maintaining the stability and operational efficiency of the financial market infrastructures under the purview of the Hong Kong Monetary Authority (HKMA). Ms Hung joined the HKMA in 2007 and has worked in various areas including direct investment and market development. Prior to her current role, she was Head of the Operational and Technology Risk Division of the Banking Supervision Department of the HKMA. She had also served as a Division Head at the External Department, responsible for multilateral agencies and central bank cooperation.

Currently serving as the Senior International Cooperation Representative of Shanghai E&P International INC., and Senior Manager of APMEN Operational Center (AOC) in Shanghai since 2018, she leads high-impact pilot projects that advance digital trade and supply chain visibility across APEC economies. Her work bridges policy objectives with operational implementation, fostering cross-border collaboration on trade facilitation and supply chain connectivity.

Mr. Andrew Cheng

Executive Director and Chief Operations Officer of Tradelink

Mr. CHENG Chun Chung, Andrew joined the Group in 2002 and was appointed as a Director of the Company on 15 November 2011. He was appointed as the Chief Technology Officer of the Company on 1 January 2017 and re-designated as the Chief Operations Officer of the Company on 1 December 2024.

He is also a director of all the Company’s subsidiaries. Mr. CHENG holds a Master of Science degree in Artificial Intelligence from the University of Liverpool, a Master of Commerce degree in Information Systems from the University of New South Wales, a Master of Engineering degree from the University of Sydney, a Bachelor of Engineering degree with Honours in Electrical Engineering from the University of Sydney and a Bachelor of Science degree from the University of Sydney.

Mr. CHENG has 32 years’ experience in IT-related business, covering internet security, domestic and international supply chain, logistics and finance. He was a specialist in the consultancy on the setting up of a Public Key Infrastructure (“PKI”) by the Government and is currently a member of the Expert Review Panel of Hong Kong Logistics and Supply Chain MultiTech R&D Centre (formerly known as “R&D Centre for Logistics and Supply Chain Management Enabling Technologies”).

He has been appointed as a member of the Enterprise Support Scheme Assessment Panel under the Innovation and Technology Fund, administered by the Government’s Innovation and Technology Commission, with effect from 1 July 2025 to 30 June 2027. In 2026, Mr. CHENG has awarded the Merit Award in the Transportation & Public Utilities Sector of the Cyber Security Professional Awards 2025 which organised by the Hong Kong Police Force (Cyber Security and Technology Crime Bureau) and co-organised by the Digital Policy Office and the Hong Kong Productivity Council.

Howard Lee is responsible for reserves management, financial infrastructure and fintech. He is also an Executive Director of the Hong Kong Mortgage Corporation Limited. He joined the HKMA in 2009 as a Division Head and has worked in various areas including monetary management, financial stability surveillance, corporate services and banking policy. He was appointed as a Deputy Chief Executive on 1 January 2018. Prior to joining the HKMA, Mr Lee worked in the Hong Kong SAR Government in areas relating to economic development, financial services and other public policies.
